you shuld clarify that cloud nat/cloud router is not needed for the traffic backflow from VMs to the loadbalancer, at least not per my testing. as stated on https://cloud.google.com/nat/docs/overview : "Backend VMs do not require external IP addresses nor does a Cloud NAT gateway manage communication for load balancers and health checks."
