There is no "star" next to Network Services, so it cannot be added to favorites or pinned to the menu. Only the sub-categories, such as "Load Balancing" or "Cloud NAT" can be book marked. This is in reference to having to using the Search Dialog to find "Network Services" and clicking the star next to it. The Instructions should be to click "All Categories" from the upper left hamburger menu, scroll down to "Networking", and then click the star next to Network Services.
