The health check for the instance group seems to be failing, probably because of the startup-script, causing twice the maximum number of VMs started. These (2x5?), plus the test VM, and we must be hitting some (vCPU?) quota, which stops the lab with a very much fingerpointing message saying we did something wrong.

There is a problem with this lab, because I've followed the script of this lab, and 2 times my lab was terminated due to "not following the script of lab" after creating utility-vm
