The apache services were not set up on the instance VM. Causing verification steps to fail. This had to be fixed and the static php file deployed for the lab to progress. ( Probably the startup script was not running as root or ran before the network setup was completed ).

This one is also broken. Dsis yhe sugeste troubleshooting and got: VM status OK VM boot status OK Network status OK User permissions OK Tried some other thing but it did not work. So sad.
