[DEPRECATED] Vertex AI Workbench Notebook: Qwik Start Reviews

There are multiple broken steps in this with the code in the sample notebook. You have to install tf on both 2.6 and 2.8, on top of which several pieces of code don't seem to run and you have to debug while doing the lab which makes this hard to complete in the time.
