mysql's local connection to the proxy was unencrypted, so MySQL 8's default caching_sha2_password plugin refused it since it can't complete its handshake without either TLS or the server's RSA public key (which gcloud sql connect doesn't request).

The lab have instructions (when login to the database via MySQL and before creating the database) that possibly outdated (or needing additional explanations/steps) which an error about secure connection was returned: ERROR 2061 (HY000): Authentication plugin 'caching_sha2_password' reported error: Authentication requires secure connection. With help, I could solve the problem (mainly by doing proxy secure connection).
