First task wouldn't register as completed, even though subsequent tasks required the APIs to be enabled - thanks to Gemini, the solution is to use the cloud shell and run `gcloud services enable notebooks.googleapis.com aiplatform.googleapis.com` - I wouldn't have been able to solve this myself
