The Qwiklabs verification script fails to detect that the Notebooks and Vertex AI APIs are enabled, even after force-enabling and cycling them via Cloud Shell. Despite confirming active services in the Google Cloud Console, the 'Check my progress' step permanently caches the initial failure state.
