Unable to complete due to unavailability of quota of resources. Support team not even ready to acknowledge the issue. Providing copy pasted resolutions. Support executive is telling me it is due to device or browser. this is some interesting finding from your associate. how is a device or a browser linked to unavailability of a cloud resource due to quota unavailability?

A couple issues with this lab 1. the python packages updated themselves to a higher version which then conflict with tensorflow. resulting in an error on import. Running pip install "setuptools<82.0.0" resolved it 2. There is a permission denied error on the data I needed for this lab. So I was not able to do the lab at all. :( Exception: URL fetch failure on https://storage.googleapis.com/civil_comments_dataset/train_df_processed.csv: 403 -- Forbidden
