Mitigate Bias with MinDiff in TensorFlow Reviews

A couple issues with this lab 1. the python packages updated themselves to a higher version which then conflict with tensorflow. resulting in an error on import. Running pip install "setuptools<82.0.0" resolved it 2. There is a permission denied error on the data I needed for this lab. So I was not able to do the lab at all. :( Exception: URL fetch failure on https://storage.googleapis.com/civil_comments_dataset/train_df_processed.csv: 403 -- Forbidden
