Read more at https://cloud.google.com/storage/docs/uniform-bucket-level-access I had to configure everything by hand and finally got the ACLs to update. I feverishly tried a bunch of things because of the time limit so I can't tell you exactly what I did to get it to work. It seems like you are missing a step setting the original bucket ACLs to public... or fine-grained... or something I don't really know.

It was good up until the end - ran into errors at the last step, but not enough time or direction to solve, and definitely not worth working through all the way from the beginning.
