I'm not able to follow the lab because the user does not have permissions to create a firebase project and I get the following error "The operation has failed (Reason: No permission to create project in organization)"

getting an error and can't finish Task 7: Error: It looks like you haven't used Cloud Firestore in this project before. Go to https://console.firebase.google.com/project/qwiklabs-gcp-01-abe69a1c277b/firestore to create your Cloud Firestore database.

The lab is broken. On trying to run firebase init, it would complain about Cloud Firestore not having been used in the project before, when said database had been initialized not more than a few minutes ago. As a result, I could not complete the lab past Task 7.
