The gcloud projects add-iam-policy-binding $GOOGLE_CLOUD_PROJECT --member=serviceAccount:service-$PROJECT_NUMBER@gcp-sa-pubsub.iam.gserviceaccount.com --role=roles/iam.serviceAccountTokenCreator command is incorrect: the service account name was something like $PROJECT_NUMBER@developer.iam.gserviceaccount.com (the other one didn't exist)
