The chrome 109 default setting is block all cookies in incognito. This was modified to allow all cookies to prevent the unable to connect to the runtime error as advised in https://cloud.google.com/colab/docs/troubleshooting#unable-to-connect-third-party-cookies

I received a totally empty notebook instead of the "Getting Started" notebook that was referred to in the instructions. I was initially very confused and had to manually type the contents in just to proceed. So the instructions don't match what I experienced--maybe for others as well and the instructions need to be updated?
