Guide seems to be skipping some essential steps, like when it comes to the .boto file. also the cloud init steps/guide doesn't seem to be consistent with the actual process.

It has a little bug because there are two lines printed together in encryption-keys part, but the explication is good and the lab can be finished

There are some mistakes. .boto file was either empty or had no "#encryption_key" line. Therefore you are not able to complete the lab within 75mins.
