BigQuery does not allow DML queries if billing is not set-up. Since you don't set up billing for a lab not all queries can actually be run

first I wasn't able to star the project, re-logging helped. then I wasn't able to insert values into created table, error - " Billing has not been enabled for this project. Set up a billing account to remove this restriction". made a workaround by re-creating the table with needed data
