I think step 62 should be "Select the Elastic IP Address from the Actions drop-down list and click Associate Address." As part of step 65 I tried to access the instance using the Elastic IP address in a browser window but the address could not be found.

The instructions were missing a few pieces. Also it would help to tell people to log in as ec2-user@<ip address> if they want to test logging into the test instance.
