There are numerous things broken in this lab, first I had to grant the qwiklabs service account the role of Cloud Functions Service Account, then I had to run the Task 3 second SSH command with --fix-missing, finally the external URL to the GCE instance never showed a "method not allowed" URL, and appending the URL with the endpoint caused the request to hang.
