Finally got this to work. More error handling (specifically that the env variables needed for bootstrap are present) would have been helpful

There are some bugs, it doesn't work on helm3, or helm template needs to be fixed（rolebiding.yaml, role.yaml）.

I don't know the cause, but I can't create the credencial information because `./bootstrap-workshop.sh` doesn't work well. And I also can't install the `kops` command well. After getting the result of, I decided to restart lab from the beginning several times. `$ kubectl get crds -n istio-system | grep'istio.io\|certmanager.k8s.io' | wc -l 0`
