was not able to Enable Network Management API - looks like I did not have permission to do from the connectivity test page the vpc flow logs and the cloud console failed with a 400 error page message

again, ssh-in-browser would not connect. other methods (gcloud, or terminal from my PC) were failing with Permission denied (publickey) - like a few days ago on other lab projects
