It was annoying that I had to do this multiple times until I got past the internal network error that would allow me to actually SSH into my VM instance. I'm not sure that I was understanding the purpose of why or when I'd want to do this, especially given the notations about what's controlled by the Compute Engine API versus the Network Management API. It was easy enough to follow the steps but not a great learning value.
