had ssh issue to connecting to VM, I had to disable OS access. I think it is caused by lab's project permission settings or something

was not able to Enable Network Management API - looks like I did not have permission to do from the connectivity test page the vpc flow logs and the cloud console failed with a 400 error page message

I had to execute this command to be able to connect to machine gcloud compute instances add-metadata web-server \ --zone=us-west1-c \ --metadata=enable-oslogin=FALSE

again, ssh-in-browser would not connect. other methods (gcloud, or terminal from my PC) were failing with Permission denied (publickey) - like a few days ago on other lab projects
