SSH Connectivity failure resolved as follows: Navigate to the settings of the affected VM. Click on Edit. Scroll down to the Metadata section. Locate the key enable-OsLogin/OsLogin and change its value from true to false. Save the changes. retry opening ssh session

You do not have an OS Login profile or any SSH keys associated with your Google account for OS Login in this project. Update: After starting a new lab it worked with no issues.
