The instruction led me into a dead end. There are error messages coming up associated with deprecated features that are present in Docker 18.03. UPDATE: I re-did it after looking at the related documentation. It requires the following command (gcloud auth configure-docker). I then built the Docker image locally. Then "docker tag" and "docker push" were used to add it to the Container Registry. I also used a similar process to later update the image: update Docerfile, build locally, tag and push.

Create a docker container image subsection uses the command gcloud docker --push gcr.io/PROJECT_ID/hello-node:v1 which is deprecated as of April 3, 2018 (https://cloud.google.com/container-registry/docs/support/deprecation-notices#gcloud-docker). Push to respository results in an error message: 'Please enable Google Container Registry API in Cloud Console' even though the service is enabled in the console.
