I met trouble to follow guideline. After install bigquery with "!pip install --upgrade google-cloud-bigquery !pip install --upgrade google-cloud-bigquery-storage". In case I restart the kernel, my next query cannot execute with error: AttributeError: 'ClientOptions' object has no attribute 'scopes'.
