It went completely wrong. Apache2 web server did not install from the starting script. After running: sudo journalctl -u google-startup-scripts.service in SSH i got: Metadata key("startup-script"), command("/bin/bash"): E: Could not get lock /var/lib/dpkg/lock-frontend> Metadata key("startup-script"), command("/bin/bash"): E: Unable to acquire the dpkg frontend lock (/var> Metadata key("startup-script"), command("/bin/bash"): Failed to restart apache2.service: Unit apache2.s> I had to: sudo apt-get update sudo apt-get install -y apache2 php php-mysql sudo systemctl enable apache2 sudo systemctl start apache2 in SSH for this VM instance Additionally, Step 5 point 9: "For Network, type the external IP address of your bloghost VM instance, followed by /32" It was actually called "IP range", not Network.
