1. I would really appreciate it if this statement was a bit more clear: "For Network, type the external IP address of your bloghost VM instance, followed by /32" Misunderstood it as the CloudSQL database Public IP at first, then later realized that I had to go back to my VM get the public IP address of that. While it is written correctly, having it has only 1 line in the Cloud SQL section may have caused the confusion. 2. I had to enable HTTPS traffic on my VM as well. In the end I connected over HTTP itself, however I kept getting a "This site can’t be reached" until after I enabled it. Maybe the changes just took some time to be applied.
