In the step where one has to add the Kubernet Engine Admin Account to username2, after done this when you go to username2 to create the Cluster, the "Create" is active but when clicking on it doesn't allow you to access the create page. Later on, when you add add a service account, and then access again in username2 the Create, it happens the same. It took me a while to understand that the Viewer role dissapeared when I added to Kubernet Engine Admin. AFter adding the Viewer role , then I was able to continue with the rest. Thank you.
