This was too simple. If someone is preparing for a certification, creating a user within IAM should be new for him and so it seems like waste of time. Maybe something like creating a custom IAM policy and testing it would have been better.

The EC2Admin group policy did not allow 'Describe'. When I logged in as the user in that group, I was not able to work with the running instance as expected. Also, I was not able to submit changes to the policy in order to enable it.
