It was ok. It did what it said I was going to do. I wasn't able to tell the difference between what the EC2Support vs the EC2Admin could do. The S3Admin worked as expected because of it probably being a separate product.

usertwo with EC2admin policy is not able to see any of the running EC2 instance (userone can see the instance but cannot reboot). Something need to check on the policies.

UserTwo did not work. Could not see running instances on EC2. Nothing was available. Could have explained the pattern in policy. I think it was not matching my urn.
