The cloud formation script either did not work or the access to the AWSStudent was not granted to complete the exercises successfully.

A little confusing as too what userone and usertwo are able to do within EC2 service. Or your IAM Group polices are not set correctly. userone-is supposed to only be able to monitor, but can launch new instances. usertwo-is supposed to be the EC2admin, but cannot see any instance information and cannot create/launch new instances.
