It looks like the usertwo account does not have permissions approproate for an ec2 admin, in spite of having been added to the ec2 admin group. E.g. I would expect the admin to be allowed to view running instances.

It's fine for a basic understanding of how the console works. But if you want to learn how to construct your own JSON policies and such, that's not part of this syllabus.
