The lab did not create the necessary EC2 instance that user-2 was to be able to see but not stop. Then user-3 was to be able to stop. I tried to create an EC2 instance for the lab to complete the steps, but user-3 couldn't create an EC2 instance (i.e. Launch Failed)... Pretty simple lab, so no big deal. But would help to have the EC2 instance created.
