installation of agent instructions needs update, see https://cloud.google.com/monitoring/agent/installation#agent-install-debian-ubuntu, sometimes alert policy cannot be created because user defined metrics take too long to load, when finally created the alert, they do not triggers (for about 10 minutes left running).
