Could not perform all steps. There was no "Instace (GCE)" option for "Resource Type", when creating a metric for a policy. The purpose of many actions were also unclear. It was not clear if the project selected is the projected that will host the Stackdriver account (I assumed that is the case) and how to interact with resources from other projects., as the created resources belonged to the same project.
