Use Cloud Run Functions to Load BigQuery Reviews

In general the labs are good to get to know the tools but they don't really walk the student through what's necessary to deploy functions like that in real cases, is just copy and paste but neither the videos or the labs actually give the student the proper tools to know how to use what and when (like in the shell and so on)
