Apparently a transient problem, us-central1-a did not have instances of type N1, which causes the checks to fail and the lab can not be completed. Next time it all worked fine.

Had to debug and solve issue with backend not coming up, would be nice to have a link for how to do that if it happens

The lab did not automatically populate. there were many manual steps needed to fix it.
