us-central1-a does not have available resources, so lb sometimes returns "no healthy upstream"

when this lab is started, it always create one VM instance for me, the subnet-b instance is missing but in progress, it will be in progress forever. Error is, region has run out of resources. therefore, I can never finish this lab. tried 5 times, now reaching maximum attempt.

The compute resources do not come up when the lab starts. I have spent around 20 minutes waiting for the instance to be up.
