Why use Macro to refresh when you can just use native function? Also, macros moved to Extensions (not Tools).

Macros are not under the Tools menu, and script editor was nowhere to be found

The step "Record a macro to refresh your data" is not updated. You should go to Extensions (not Tools) to record a macro on Sheets.
