Time out during creation of Cloud SQL.

Got stuck on Deployment. Even after waiting 30 minutes or more I get this error: The connection to the server localhost:8080 was refused - did you specify the right host or port? FINALLY, I had to run each script individually skipping the postgres_instance.sh and things kind of worked. This lab needs major revamping.
