Tried debugging with Gemini and found out that the root cause was a race condition combined with OS Login conflicts. Terraform's local-exec tried to SSH into the bastion before the Google Guest Agent had finished initializing the environment and syncing my identity. Finally managed to deploy the infrastructure, but the manifests were not copied...
