unable to create cluster in any zone during the whole hour! It's terrible

I run the command to create a cluster, wait for more than 30 minutes and an error message appears that can't create a cluster in us-central1-b zone

Instructions in "Setup and requirements" section say to use us-central1-b zone and create cluster. But it took ~40 minutes and then failed with error message saying that google cloud doesn't have enough resources in that zone. I've completed the lab using other zone (not the one from instructions)

us-central1-b' does not have enough resources available to fulfill the request. Try a different zone, or try again later.

cloud shellではクラスタの立ち上げが完了していると表示されたり、立ち上げに失敗したと表示されたり、コネクトできない。 ERROR: (gcloud.container.clusters.create) ResponseError: code=409, message=Already exists: projects/qwiklabs-gcp-03-408ee5d31ac6/zones/us-central1-b/clusters/io. コマンドライン通りに実行したので、理由が不明である。
