Directions are slightly out of date. If testing from Google, we have IPv6 addresses which it GCP does not allow you to set firewall rules to your IP if IPv6. Also in order to remove ephemeral external IP, you must go to external IP section in VPC network and change the IP to a static IP and un-assign it that way.
