Learn how to set up MySql and use a VM with a client to access. Also restrict access to 1 IP. Also implement SSL certificates to ensure traffic is encrypted in transit.

It was mostly OK, except that the cloudsql instance detail screen has changed, and the provided command line for proxy access does not work, because it incorrectly includes the server-ca cert. Omitting that cert allows it to work.
