downloading oracle 19c wouldn't work throwing errors. heard from others it was a nightmare to do. Need to find a better way to do it.

This lab needs a bit of a re-work. I had to do the following to work around issues. 1. download the Oracle 19c installer zip file in a non-incognito window. 2. once I obtained the URL for the 19c installer zip file, I had to use WGET in CloudShell to download the file then do gcloud compute scp to copy the zip file from CloudShell to the bastion host, as the CURL command was not downloading the file. In the last task I had to read between the lines a bit to create a user-defined workbook in Vertex AI. Also the user-defined workbooks are deprecated and won't work from next year so this part of the lab will need re-working.
