The last load balancer check step with the cloud armor IP blacklist took at least 5 minutes to load. You should warn people in the task descriptions.

had some trouble in the blacklist area at first. it may have been a cut/paste issue, blank space issue, or took a while for the rule to become active but I was not blocked at first. I edited the deny rule and manually typed the same IP I pasted and it started working.
