It is a good lab, but tried a lot of times before it worked. Initially the template wouldn't create with many tries. Sent request. don't know what you have changed, tried many times before and the template failed to create. Today it worked! did exactly the same, copy and paste you command. Doing exactly as instructed, but health check does not work. So LB does not work. cannot continue. Tried again, health check does not work. Eventually, I went to the console, examined the group, and found autohealing was not enabled. Once I enabled it, health check worked. That enabled me to proceed. However, the checking for complete did not work in the lab instruction even though the steps are completed. Another problem: After setting the cloud armer policy according to the instruction. The target VM can still access the LB. Played with the policy, and selected 'apply to target'. Then it worked. This step is not in the instruction. It is possible that CloudArmer changed after this course was written.
