This lab is not working the large on the 6th step creating the problem.I have tried two times but it is not getting copied.

while adding rule to the policy with cloud armor the match section didn't worked with access-test vm external ip as mentioned in lab steps instead it worked with load balancer ip. Maybe I'did something wrong while creating the vm.
