The language in here is terrible and needs to be cleaned up. There are plenty of times where it gets higher and lower priority confused. For example, after creating the rule with priority 10000, the text describes this as "higher priority." This is incorrect. It is a higher numerical value, and thus has a LOWER priority. This mistaken language will undoubtedly be confusing for learners. It feels like nobody QAed these.
