The sentence "To ensure a future step will work as intended, enter the following query in the BigQuery Editor. Replace <2nd qwiklabs user> with Username 2 in the qwiklabs console." led me to actually put in the string "Username 2" in the query instead of Username 2's email address. So it could be clearer.
